Joint Operations Center (JOC)

This project scope consisted site adapt and construction of Camp Phoenix HQ facility as part of the Camp Phoenix Expansion Phase II, Kabul, Afghanistan. The JOC/HQ building is a 3500 m2, two storey concrete facility. Project also consisted construction of a 1500 LM stone wall with double strand concertina wire, grading and leveling of 30,000 Sqm area, construction of three connex-type guard towers, placement of 460 Cbm of concrete for billeting facility foundation and stone wall foundation, installation and filling of 225 linear meters of HESCO barrier (two levels high), construction of two steel vehicle gates, installation of two traffic barriers, and the layout of an ECP for military only traffic.

All project works have been completed within the allotted schedule despite numerous changes to the scope from the end user. We employed value engineering with the prime contractor and the end user to maximise the project budget, which in return allowed for additional wall length and height to be constructed meeting the end user’s requirement. Material was purchased from Turkey as well as the local market.
